why would you ever change out high bay HID lights and replace with the new high bay fluorescent?

why would you ever change out high bay hid lights and replace with the new high bay fluorescent?

it’s happening at my local community fitness center and high school, something about a $2 million dollar grant from the department of energy. also they replaced all the controls for the heating and cooling system and there are hundreds of these little sensors around. parking lot lights are being replaced with LED ones as well. none of this makes any sense to me. why spend all this money? wtf is automated logic? when i went to high school there it could be like 80 degrees in one room and 60 degrees in another. will better controls mean perfect temperatures in every room?
not to mention completely getting rid of light switches and installing these motion sensors which may or may not also be cameras to spy on us all.
